Zbook g4 studio

Helllo,
I just got a new laptop from Hp. It's the zbook G4 studio. Bought as Hp Renew product.

I noticed it vibrate in really decent, buzzy way. It ocurs only while laptop is charging, and when I move my hand on its surface. I guess it may be some kind of really weak electric shock going on through the laptop.

This never ever happened to me before, as I used number of laptops. On the internet I found it may be some kind of grounding problem, however, this doesnt sound right because all of other devices, phones, laptop, desktops dont do this.

I also should say, that my laptop seems to be made for US market. I bought it from local retailer, who put vinil stickers on the keyboard to make it local. However, I suppose laptops are constructed same no metter what market.

Any possible explanation? Can this harm laptop's hardware?

Huh, I've done some research, and this seems to be pretty common phenomena across metal chassis laptops. Like this:

However I havent found any conclusion - is this viewed as a harmless or defect by HP? I would really appericiate if someone from Hp could spend couple of minutes for me.
