Hi all
I have a HP Probook 430 G6 on which the fan comes on and stays on every time you shutdown. No lights, just the fan.
Steps taken/tested
- Does the same on charger and battery
- does the same with or without battery
- Power supply tested, it's OK
- Ran hardware diagnostics, all passed
- disabled fast boot
- Reset all power options in windows
- Set PCI Express/ Link state power management to OFF
- updated bios
- Swapped ram around and out with other sticks
- Does the same with or without SSD
- Updated all drivers
- Updated display driver
- Updated IME
- Rolled back IME
- Disabled IME driver
- Uninstalled IME
- Uninstalled Intel rapid storage
Any help or advice would be welcomed.

I recently got the same problem on a ZBook. Do you also get overheating after shutdown? If so you might want to try the Ubuntu fix here https://h30434.www3.hp.com/t5/Notebook-Boot-and-Lockup/Fan-continues-to-run-after-shutdown-it-causes...
Did you get Microsoft update KB4023057 just before your shutdown problem started?
Do you get the same problem if you put the laptop into Sleep mode? I do, so I set Control Panel/Power Options to 'put the computer to sleep'=Never.
I also tried most of the steps you took.
Some other suggestions I saw:
"turn on Intel Virtualization Technology option in BIOS". I previously had this option in my BIOS but in the latest version from HP I see no option.
"Check BIOS/Advanced/AMT config". I see a BIOS message "Wake on LAN from S3 has been disabled because Deep Sleep is set on". I used to have a "Deep Sleep" option in my BIOS but it has disappeared.
"uncheck the powerdown option in the Management Engine Interface (version 11.0.0.1155)". But when I use
Device Manager/ System Devices / Intel Management Engine Interface, there is no "power management" tab with such checkboxes (even if I run from elevated command prompt).

Nope, luckily no KB4023057 updates for me.
I've tried every thing you've suggested as well, but the fan still keeps going.
Under Device Manager/ System Devices / Intel Management Engine Interface I do have the power management tab with 2 options: "Allow the computer to turn off this device to save power" and "allow this device to wake computer". Neither of these 2 make any difference to the satiation.
I starting to think it might be a issue on the Motherboard itself. Guess I need to move on to checking mosfets and voltages.
