I just got this notebook today, and since I took it out of the box and set up Windows, the fan has been extremely loud for much of the time. I can get it to quiet down by fiddling around with the power profiles in the HP Command Center and putting the device to sleep, but once the fan ramps up again, it takes a long time for it to come back down. I have caught a lot of instances where no component of the system is under load and all the temperatures are totally fine, but the fans still run super loud.
Here's a video of the problem: https://photos.app.goo.gl/aPfBBUiXTsqpyK3f9
I've tried updating all the drivers and reflashing the BIOS, but nothing has helped.

Welcome to the HP Support Community!
I assure you I will try my best to get this sorted.
In order that I may provide you with an accurate solution, I will need a few more details.
- What is the version of BIOS installed on your computer?
- What is the Windows version you are using?
- Have you made any software or hardware changes on the computer?
Look forward to hearing from you and you have a great day!
Take care.
Cheers!

I'm running BIOS version F.07 and WIndows version 1909. I haven't made any hardware or software changes to this machine; this issue has been happening since I took it out of the box. However, I did try booting Linux from a flash drive, and that exhibited the same issue.

@rytone This seems like a hardware malfunction and I suggest you talk to HP support and discuss your options, follow the below steps to get started:
1) Click on this link - http://www.hp.com/contacthp/
2) Click on Sign-in or select the product using the below step:
3) Enter the serial of your device.
4) Select the country from the drop-down.
5) Click on "Show Options".
Fill the web-form, to populate a case number and phone number for yourself!
Also, if you are having trouble navigating through the above options, it's most likely because the device is out of warranty, if yes? please send me a private message with the region you are contacting us from,
here's how private messages work: Click here for details.
If you wish to thank me for my efforts, you could click on "Accept as solution" on my post as the solution should help others too.
