Recently I installed a Samsung 970 Evo Plus NVME M.2 SSD 500 GB as my primary boot drive. The SSD is supposed to have Read and Write speed over 3 GB/s. But when I check mine, it never goes above 1.7 GB/s. Not sure what is the bottleneck. Any help to fix the issue will be really appreciated.

As per the Service Guide: http://h10032.www1.hp.com/ctg/Manual/c05747649 the Notebook supports up to 256 SSD Drive
Higher SSD Capacity Hard drives might work but HP cannot guarantee it's functionality or performance

At the time of releasing this Model, the Notebook was tested with max 256 GB SSD. Sometimes higher capacity Hard drives might work but nothing can be guaranteed

Any chance you ran the the test on battery power? There is a discussion over here https://h30434.www3.hp.com/t5/Notebook-Hardware-and-Upgrade-Questions/2020-Envy-X360-13-quot-Ryzen-4... that deals with SSD speeds dropping around 50% when on battery.
Seems the HP bios is forcing some sort of power saving even if you try to select performance mode on battery.

I understand your concern.
Please perform the battery test.
1. Power off the PC and make sure that it is completely powered off.
2. Press the power button and the moment you press the power button immediately start tapping F2 key, you should see the system diagnostics screen.
3. Look for the component test, under that all the hardware will be listed, please choose Battery and initiate the quick test.
Note: If it fails it will generate a 24 digits alphanumeric failure id, please capture that.
Try updating the computer, this will install the latest updates -
Step 1 Windows Updates -
1) In the search box, type, and open Windows Updates.
2) Check for updates.
3) If the updates are available, click on install and restart the computer.
Step 2 Install updates using HP Support Assistant
- In the search box, type, and open HP Support Assistant.
- Check for updates.
- If the updates are available, click on install and restart the computer.
