The exact same thing happened to me when my HP Spectre was six weeks old. USB C port on the right side. I went through the steps recommended to no avail. Since it was still under warranty, their help desk had me mail the thing to them. They fixed it and it's been fine in the 14 months since. It sucked being without a PC for almost two weeks.

My device is hp pavilion power - 15-cb009nt
I was trying the bios method and i did the following :
- Power the computer off.
- Press and hold the power button down for 5 seconds or more to reset the Embedded Controller.
and while waiting the windows to operate again , I realized the port back to service again ^_^

I had the same problem and all i did was unplug power cord and hold down the power button for 30 sec. Then put the plug back in and push power button again to start system. then plug in using the usb-c port that was off to see if it worked. This worked for me I wish i would have done this first.

YES - holding the power button in WHILE the PC is OFF resolved this issue for me, too! I can't explain why... I list my USB-Cs after the last firmware/bios update. Spent hours trying to resolve it. Saw this post, held the power button down, and now all works again! No new hardware found... the hubs I have all lit up as soon as the machine powered on, and all is good. Thanks all!

I have a HP spectre x360. Exact same problem happened to me.
Changing the usb power options etc did not work for me.
However for me pressing down the power button while the the PC is off resolved this issue for me.

Dj-Ric-Derr-C solution with holding down the power key for 30 seconds worked.
By the way, same trick also worked once after the Spectre just did not charge or boot at all anymore. Seems like the advanced version of "have you tried turning it on an off again?" for the spectre.
