My laptop has a USB-C 3.2 Gen 1. Can I use this to connect to a monitor? I tried using an hdmi to usb adapter but the laptop didn't communicate to the screen.

Hi,
The USB-C in your notebook does not support DP alt mode, so you can not connect an external monitor through USB-C.
It would only be possible if you purchase a USB to HDMI converter (with Graphics chip).
