Your notebook's hardware cannot be upgraded to meet Microsoft's minimum W11 hardware requirements, which would be an Intel 8th generation or newer processor (your notebook can only support Intel 2nd gen core processors), a TPM 2.0 security device (your notebook's is TPM 1.2) and support Secure Boot (your notebook does not support secure boot).

You have to use the version of the Rufus utility that I zipped up and attached in the discussion (v3.18).

If the in-place upgrade fails, you should be able to clean install W11 using the bootable W11 installation flash drive you made with Rufus.
I upgraded an older HP Elitebook 6930p to W11 and it worked fine.
