I reset computer because i was unable to use webcam. became "camera not found". I tried removing camera from device manager and restarting computer to reinstall. camera did not reinstall. I factory reset computer and updated windows. camera was found and working, but it was glitchy. I tried different video quality and flicher setting. the glitchiness was less by still not working correctly. I was unable to get any property info on camera from the device manger, no driver info, ect. I when to HP site to look for driver updates and installed the following drivers:
INTEL - System - 10/3/2016 12:00:00 AM - 10.1.1.38 (2)
Intel Corporation - Display - 8/16/2018 12:00:00 AM - 20.19.15.5058
Realtek Semiconductor Corp. - Audio Device, Other hardware - Realtek High Definition Audio
Intel - Other hardware - Intel(R) 8 Series PCI Express Root Port #3 - 9C14
Realtek - LAN - Realtek PCIe FE Family Controller
Hewlett-Packard Development Company, L.P. - Keyboard - Standard 101/102-Key or Microsoft Natural PS/2 Keyboard for HP Hotkey Support
Realtek Semiconductor Corp. - Net - 5/26/2019 12:00:00 AM - 2024.0.4.208
the camera was not found again, as it was before i started this trouble shooting.
therefore, how do i fix this?
do i need to remove drivers? i was unable to locate each to rollback and remove.
I tried a recovery point restore, that was ineffective.
thanks for your help in advance.

@makattack I suggest you check if the webcam drivers can be manually re-detect the hardware, using the below steps:
- Disconnect all external devices.
- Shut down the notebook.
- Remove the battery and AC power.
- Press and hold the power button for 10-15 seconds.
- Reinstall the battery and AC power. Then turn the notebook on.
- Once Windows is loaded go back to Device Manager.
- Selection “Action” and then “Scan for hardware changes.”
- If Device Manager detects the hardware allow it to install.
- If Device Manager does not detect the hardware, let us know.
If that doesn't work, Install the latest version of the HP Hardware diagnostics (UEFI) on your device using this link: Click here for details
Hold the power button for at least five seconds to turn off the computer.
Turn on the computer and immediately press Esc repeatedly, about once every second. When the menu appears, press the F2 key.
On the HP PC Hardware Diagnostics (UEFI) main menu, click System Tests.
Click Extensive Test.
Click Run once, or Loop until error.
While the test is running, the time remaining and test result for each component display on the screen.
If a component fails a test, write down the failure ID (24-digit code) for when you respond back to us.

Hi RD,
I had tried the scan for new hardware steps prior. it didn't work, in fact I was locked out of windows. hence the factory reset.
I did download the HP PC Hardware Diagnostics (UEFI) program, but there is no listing for camera component. Is it listed a sub category under one of the tabs? I exited out and the computer rebooted and did an update. The camera was found, but the camera is still glichy. if I lower the photo quality to a lower setting .03 mp or less it stops flickering and useable. how would i fix this?
is the camera hardware unable to go higher then .03? If so, can you recommend a high quality replacement?

@makattack If the camera is not detected, yes, we will need to get a replacement and I suggest you talk to HP support and discuss your options, follow the below steps to get started:
1) Click on this link - http://www.hp.com/contacthp/
2) Click on Sign-in or select the product using the below step:
3) Enter the serial of your device.
4) Select the country from the drop-down.
5) Click on "Show Options".
Fill the web-form, to populate a case number and phone number for yourself!
Also, if you are having trouble navigating through the above options, it's most likely because the device is out of warranty, if yes? please send me a private message with the region you are contacting us from,
here's how private messages work: Click here for details.
If you wish to thank me for my efforts, you could click on "Accept as solution" on my post as the solution should help others too.
