HP Envy 17-u163cl will not boot up. Tried to call HP for info on repair procedure and they want fee

Will not boot up after (during regular Win 10 update procedure). Starts, then goes into a cycle lasting maybe 5 seconds and repeats. Can get f2 diagnostics, medium test says memory is bad. Took it to a HP recommended store as authorized service center "UBreakIFix" and the tech says OS is corrupted and needs new install. I had thoughts of sending it to HP for a proper
repair but cannot seem to even speak with them on the phone. Have est from "UBreak" for the OS and data recovery; credit card Ins will pay but they want a written estimate first.

Laptop is 26 months old.
pc repair shop says it needs a new OS.
