When using HP Command Center on a HP Envy 16 laptop, the pre-selected value of "balanced" is stuck and the app is not letting me select anything else (Can't select Smart Sense, Performance, Cool, etc).
So far I've tried factory resetting the laptop (using W11 Media Creation Tool to reformat laptop), uninstalling and reinstalling HP Command Center, AND I made sure to download and install the SDK for Command Center from HP Support page. No matter what I try, the HP Command Center app is stuck on Balanced, and I cannot manually select any other profiles like Performance or Smart Sense.
My laptop is fully up to date through Windows Update AND HP Support Assist. No additional updates are shown.

It sounds like you've already tried several troubleshooting steps, including reinstalling the HP Command Center, updating BIOS, and ensuring that all drivers and firmware are up to date. Since the issue persists, here are a few additional steps you can try to resolve the issue.
Reset HP Command Center App
- Clear App Data: Go to Settings > Apps > Installed apps > HP Command Center. Then click on Advanced options and select Reset. This will reset the app without uninstalling it.
- Reinstall with Clean Uninstall: Uninstall HP Command Center again, but this time make sure to remove all residual files. You can use a third-party tool like Revo Uninstaller to clean out any leftover files and registry entries, then reinstall the app from the Microsoft Store or HP Support page.
Check Power Settings and Plan Profiles
- Verify that your laptop's power settings are set to Balanced or High Performance rather than Power Saver.
- Go to Control Panel > Power Options and make sure no restrictions are applied to power usage, as that might override HP Command Center’s ability to switch profiles.
Check HP System Event Utility
- HP System Event Utility is necessary for the proper functioning of HP Command Center. Ensure it's installed and updated from HP's website or HP Support Assistant. If installed, try reinstalling or updating it.
Run HP Diagnostics
- Run HP UEFI Diagnostics at boot to ensure no hardware issues might be causing conflicts with performance profiles.
- Also, use HP Support Assistant to check if any drivers related to thermal management or power management need updating.
Check Windows Power and Performance Settings
- Windows Power Mode could be overriding HP Command Center’s ability to change profiles. Check Settings > System > Power & battery and ensure that Power Mode is set to Best Performance.
BIOS and Firmware Reset
- Since your BIOS is up to date, you could try resetting BIOS settings to default and then configuring thermal options again. Restart your laptop, enter the BIOS, and look for an option to Load Setup Defaults.
Test Different HP Command Center Versions
- If the issue persists, it might be worth testing different versions of HP Command Center. If you have a copy of an older version or can find a download link for an earlier version on HP's support page, try rolling back to see if the issue is version-specific.
Check for Conflicting Software

None of the general suggestions you've provided have addressed the issue. I still am not able to use HP Command Center to select any other option outside of the defaulted "Balanced". I will go down the list of you suggestions and provide my feedback.
This is getting extremely frustrating, since I do enjoy the laptop very much, but not getting the full performance out of it will ultimately result in this being returned. I've done more troubleshooting and issue diagnosis than 99% of your average consumer would do, trying to get this issue resolved.
Reset Command Center App - I've attempted reset, did not address the issue. I've also tried "repair", that also didn't address the issue. I've already tried uninstalling and reinstalling multiple times, that also did not address the issue.
Power Settings - In Settings -> System -> Battery & Power -> I have selected the "Power Mode" to Best Performance. That still does not allow me to select any other options in HP Command Center.
HP System Even Utility - Installed on my laptop (which obviously makes the f12 keyboard shortcut to open HP Command Center work), HP System Event Utility version is 1.7.1.0.
HP Diagnostic - No hardware issues detected, no additional driver or software updates available via HP Support Assistant.
BIOS Reset - I am on the latest BIOS version.
Test "different" HP Command Center versions - Physically impossible since A) HP doesn't have direct app download, let alone different versions of this app, on their website. It's only accessible via Microsoft Store, which only allows for latest version to be downloaded.
Conflicting Software - I have zero battery management, or 3rd party performance software installed.

If the HP Command Center on your HP Envy 16 laptop is stuck on the "Balanced" mode and not allowing you to select other options, here are some steps you can try to resolve the issue:
Restart the Application: Close the HP Command Center completely and reopen it to see if that fixes the selection issue.
Update HP Command Center: Make sure you have the latest version of the HP Command Center. Check the Microsoft Store or HP’s website for any updates.
Check for Windows Updates: Sometimes system updates can affect application behavior. Make sure your Windows is up to date.
Reboot the Laptop: A simple restart can often resolve many issues.
Check Battery Settings: Go to Windows Settings > System > Power & battery. Make sure there aren’t any conflicting power settings that could affect the HP Command Center.
Run as Administrator: Right-click on the HP Command Center icon and select "Run as administrator" to see if it allows you to change settings.
Reinstall HP Command Center: Uninstall the app and then reinstall it. You can do this via Settings > Apps > Apps & features.
HP Support Assistant: Use the HP Support Assistant to check for driver updates or any other recommended updates.
Check BIOS Settings: Occasionally, power management settings in the BIOS can affect performance modes. Restart your laptop and enter BIOS (usually by pressing F10 or ESC) and check the settings related to power management.

None of the generic suggestions you provided resolved the issue, and are mostly the same as the prior person posting.
I've provided the BIOS, HP Command Center, HP System Event Utility, Windows 11 Version, and other versions already. Issue remains, every time I open HP Command Center, the defaulted mode is set to "Balanced", and when I attempt to select Performance, Cool, or SmartSense, it does not let me and remains on Balanced.

Can't believe how useless support has been, especially since I've spelled out exact details of the machine, exact issue I'm having, and exact troubleshooting steps I've taken. I had to clock in myself and troubleshoot the issue to figure out the root cause and the resolution, all for free without getting paid by HP for this work and time.
I'm answering my questions myself, and hopefully providing others an answer to this question.
Prior HP Support threads started by other users, that were given generic answers that obviously didn't help understand OR resolve the issue. In one case, completely ignored by "HP Support Agents".

Exact issue I was facing was tied to using Microsoft Official Media Creation Tool to format and create a bootable Windows 11 USB device to then reformat my HP Envy 16 with a clean Windows 11 install. Why? To have a clean OS without all the bloatware that comes with the device (McAfee, Dropbox, Microsoft Office "fake trial", etc). After doing that, AND going through and installing all the updates (HP Support Assistant) AND the specific HP Command Center SDK, the problem still remained.
The ONLY resolution I found to this issue was to use HP Cloud Recovery Tool to create a bootable drive, and to reformat using that. This loads the original image that was on the laptop, INCLUDING the same bloatware I was trying to clean out and not have. However, this did resolve the HP Command Center being stuck on Balanced, and I can now successfully change it to Performance to get the maximum wattage out of the device by having the fans max out.
Long story short? HP Support Community "Agents" are pretty much useless, and you have to clock in for free to resolve these issues yourself. Using the official Microsoft Media Creation tool to create a clean, bootable image AND installing all the HP utilities and updates will still not resolve this HP Command Center issue. You have to just use the HP image, and manually delete / uninstall the bloatware.
My theory here is, the HP Command Center SDK that SHOULD resolve this issue on clean Microsoft Windows 11 image isn't being successfully installed. The installer loads, runs, but as someone mentioned before, the installer progress bar gets to around 25% and closes, and prompts the machine to restart.
