I recently purchased an Envy x360, Ryzen 5, Model 15m-ee0013dx.
From the box I have had the described issue where no buttons on the keyboard function when the computer is flipped into tablet mode. This includes the power, camera cover and fingerprint sensor buttons.
Additionally, when in sleep the computer will not respond to a USB keyboard to wake up.
Yesterday my computer had a BIOS update (which I don't remember initiating, but it seems to have gone fine). This puts me on the most recent F.11 BIOS. I am still experiencing the issue while in tablet mode. Still no response to the power button or fingerprint sensor in tablet mode. Also still no response to a USB keyboard in tablet mode while in sleep.
This issue is in the F.07 notes, but I have not attempted to download and install that version.

Remember: Do not share any of your personal information such as serial, phone number, email ID, etc.
@timebear for your model, the only way to get the device out of sleep is to switch back to keyboard mode.
As the keyboard is disabled by design when in tablet mode.

You also don't need any more info from me to pass along that it's a design defect to disable all keys and not have the screen able to wake by touch, when in tablet mode. I would not have bought this laptop if I had know this and the fingerprint reader would be unusable

I have HP envy x360 13-ay0021nr and I had the same issue: I cannot wake up my laptop or start up my laptop when I am using it as a tablet without turning it around.
I am very disappointed about this design. It is super annoying and inconvenient. Please let me know whether this issue will be fixed soon because otherwise I am going to return my laptop so that I won't miss the return deadline.
