actually, by Ukrainian Law, you MUST refund to the customer if you are NOT ABLE to fix the device in 14 days.

ok, so it's getting better:
yesterday, after ONE MONTH in the service center, I have received a promise from HP representative in CIS region, that I will get compensation for this device.
also, the service center has reached out to me and requested to fill the form for a compensation request.
I have filled the form as they wanted, and sent them back almost immediately.
Now I am waiting for actual compensation papers.

yesterday I have received a call from the service center. they said that compensation papers are ready, and I can get them.
today morning I got the papers.
The next step is the returning of the money at the seller's place and ordering another notebook.
