I am unable to use my webcam on any platform and on opening camera its displying me this error code 0A00f4244,
and i i try to on camera on meeting applications it shows that camera is not found or blocked. i have also done the Run System Diagnostic and tested the webcam and the result were ok, and in device manager the camera is not displaying. Please help me to encounter this troubleshoot as early as possible.

All of the win11 drivers for build 24H2 are here, just click the "Open all"
Unfortunately, I do not see any Webcam or Camera drivers and I am limited on what drivers I can pull out of thin air.
Our senior expert @Paul_Tikkanen might be able to find one that works.
Please bring up the device manager and locate the PID and DEV numbers for your camera.
This shows how to find the Dev and Pid. You can use the Dev and Pid to (sometimes) find a driver at this site
While you are looking at the Device Manager, are there any red or yellow warning icons? Be sure to enabled the "show hidden devices" in case the camera is hidden.
I suspect a recent windows 11 update caused problems with the laptop. If you remember when the camera last worked, you can restore your laptop to that time.

Oct 2021 Universal Cam Drv drivers for Realtek and SunPlus Windows 10x64 from Elitebook here
Nov 2024 Universal Cam Drv drivers for Realtek and SunPlus Windows 11 from Elitebook here

You are running LibusbK and i suspect it may be interfering with the HP camera system which runs off of the USB bus.
if you used Zadiag to install the driver then use it to uninstall. I used Zadiag to install USB crypto device back when USB mining was still paying and I had trouble with other USB peripherals.
If the original winusb drivers cannot be found you probably need to do a cloud restore.
HP is removing cloud recovery for system over 5 years old.
The actual wording is a limited time after the warranty expires
You may want to get a copy of the cloud recovery before it is too late.
Cloud recovery provides all the custom HP drivers.
Go to the below site and enter your product ID including the 3 characters after the # character
If you have cloud recovery you can restore your system using a 32gb flash.
It may take an hour or more to create the recovery USB.

hp consumer pcs - using the hp cloud recovery tool in windows 11 and 10
backup your documents, photos, and important files
Some items may be in OneDrive so they can be restored easily: Login to onedrive and see what is in the cloud.
Other items make sure you have backup.
