I discovered the reason behind that...

If all the driver for a device have the same creation date, it will not show the date of the drivers.

Once I pointed to the drivers from the Catalyst temp files (default location "C:\AMD\Support\13-9-legacy_vista_win7_64_dd_ccc\Packages\Drivers\Display\W76A_INF"), the date for the drivers showed up.

Doing this, I was able to fix my father's HP laptop with AMD HD 4200 Mobility graphics.

Microsoft released an update on December 18, 2017 to resolve the issue with "low resolution" on AMD Radeon graphics adapters, under Windows 10 Creators Update, both the '1703' and '1709' releases.

See: https://answers.microsoft.com/en-us/windows/forum/windows_10-hardware/display-problems-on-some-amd-r...

So, just run Windows Update.

FWIW - I updated my video driver back to the lastest version and it didn't use the correct screen resolution.  I left it set there and ran "Check for Updates" and it found and installed the update that mdklassen mentioned.  The screen resolution seems to be fine now.

I'm glad that Microsoft has seemed to fix the issue.

Thanks everyone.

I had another one of these come up on my dad's laptop (4th one now). Windows updates did not work. I was however able to choose a previous driver and a driver two back that was dated 2015 did the trick. Thank goodness.

Did you run Windows Update TODAY

The update was just released, yesterday.

What updates were offered?  (Click "view installed updates").

Please explain what "did not work" means.

What error-message(s) when trying to install?

Did the update install correctly?

After the update installed, did you reboot your computer?

After the reboot, were you able to set the display-resolution to "optimal"?

What model of HP computer do you have?

No, this was not Windows Update ran today. Actually this was December 9. However, Windows Update did correct the issue for another computer a day or two after the problem occurred on another computer, and that was back on November 27.  It did fix the problem once before and that's why I mentioned it didn't fix the problem the last time.

"did not work" => we did all the Windows Updates successfully but they did not fix the resolution problem/lack of sleep button problem.

It's great to know that maybe a newer Windows Update could fix the problem as well, maybe for a broader group. Let's hope everyone affected is included and it doesn't revert.

After you run Windows Update, tell us if the "resolution" problem has been remediated.

Reboot after the update completes, just to make sure.

It would be good to hear a "positive" result from each contributor to the thread, if the update works for them.

Ok, I'll try to report back. It's also about **bleep** time there is something about this on MS' site... (even though it had to be on their answers site). I will admit that not all four of these computers are HP. This just happened to be the best place to find info on the problem.

This fixed my similar problem. Thanks a lot!
