Yep, turns out I'm still experiencing the issue as well.  It seemed the display adaptor update had fixed it, but it has since resurfaced.

 

I tried mjma's suggestion and was able to sleep and resume, but I'll hold off on any conlusions until I'm able to do so in various conditions successfully with consistency.

I am using hp pavillion 15 p028tx and ever since i updated it to windows 10 yesterday i have been struggling, as at first when i try to put my laptop to sleep it seems that the screen turns off but it fails to go to sleep completely as i see that the power button light is not blinking but is constant and then after waiting several minutes when i try to wakeup my laptop it fails to do so and there is no response as the screen remains turned off after which i had to unwillingly turn it off using power button and then restart. I am avoiding putting my computer to sleep for a while but please provide a solution soon!

What I was able to find out is that it's most likely intel hd driver issue. It keeps going non-respondive on my pc.

Intel drivers starting with 10. are not supporting windows10 so they crash or freeze. Recent driver is 15.40.4.64.4256. Unfortunately, it is not approved by HP yet. I was not able to find a way to install it.

We already tried doing so, but it didn't work and it is starting to piss me off, $700 in a computer that can't work properly. Seriously??

After various tests, I may be onto something.

 

1. I went into device manager and uninstalled Intel HD Graphics.

2. I restarted my laptop.

3. I opened a few store apps and desktop programs.

4. Closed the lid / Pressed "sleep" in the start menu.

 

At the moment, everything is working fine. The driver version is 10.18.15.4248.

I discovered that with my HP pavilion 15 notebookthat the sleep function occurred right after installation of windows 10 and that the longer I leave it on the higher chance of it not sleeping is increases. Only tried updating my Intel HD graphics which didn't help anything. If this keeps happening for the rest of the month I'll revert back to windows 8. Which sadly, isn't something I want to do. I'm starting to wonder if HP even knows that there's an issue or if they even known how to fix it.

I am having the exact same problem.
I am not a techie so do not understand some of the suggested fixes but even if I did surely this is an HP issue to solve?
I couldn't understand why my laptop woudn't start again this morning to also find it drained of all power as the sleep mode obviously doesn't work. 
I do not have the time to keep restarting my laptop from the beginning every time I need to turn it on, neither do I wish to see my battery drained of power constantly.
HP no response as yet surely after this time you have some fix for us?
