I reverted back to 8.1 and upgraded back to Windows 10 from the app. That's it. Now sleep/ shutdown has been working for the past five days. I did realize that my Intel HD driver was reverted to 4256 somewhere in the mess. One question though... I didn't upgrade my BIOS then. Should I do it know? Is it worth the risk?

Ah....a REVERT - UPGRADE from the APP success.  So, still convinced it is an ISO install as a solution?!

@Rajhmahal where do I find this app to upgrade back to Win 10?

I don't think that's compatible for everyone. Is this even on the support app or page?

He's talking about the get windows 10 app that you probably used earlier to upgrade to Windows 10

Has anyone given a shot with the intel gpu driver 4264?

Read your link carefully. The version of the file seems to be too old, even though the date is shown as 12th Aug, 2015.
1st of all, the actual driver shown on Intel's site is of version 15.40.4.64.4256 whereas your link shows version 15.36.24.64.4264. (40>36)

Same with display driver, where our systems have 10.18.15.4256, whereas your link shows 10.18.14.4264. (15>14)

Secondly, the file size says a bit too. The link you mentioned shows 55 MB, whereas the current link on Intel's size has grown to 175 MB.(Well size doesn't matter)

Thirdly, Windows 8.1 drivers cannot be installed in Windows 10. Even if you run the setup on compatibility mode, it will show you, Windows version not supported. And the link shows support till Windows 8.1

I tried that "Disable and Stop" Intel Rapid Storage Technology fix previously mentioned and can confirm that this fix..like all the others..Does Not Work!  I think what people are doing is that they try the fix and then immediately put the computer to sleep and this usually happens. However the real problem is that the computer will not go into sleep mode after it was used for over one hour straight. So far none of the many previous Fixes actually work. Period.

Also I am more then dissappointed at MS and HP for the unprofessional way they are dealing with this issue. This is a very fundamental problem affecting untold numbers of laptops. My computer has been broken now for three weeks with no feedback from HP or MS.  While it may be hard for me to get away from the Windows operating system I can assure HP that I will never buy another of their products. Not that one person matters.

Yeah, the Get Windows 10 app

I updated BIOS then I installed win10 with iso file&usb
the problem was solved I also checked it out using "powercfg /energy" in cmd
it showed me "S3 Sleep Supported true" which means it works

Platform Power Management Capabilities:Supported Sleep States
Sleep states allow the computer to enter low-power modes after a period of inactivity. The S3 sleep state is the default sleep state for Windows platforms. The S3 sleep state consumes only enough power to preserve memory contents and allow the computer to resume working quickly. Very few platforms support the S1 or S2 Sleep states.
S1 Sleep Supported false
S2 Sleep Supported false
S3 Sleep Supported true
S4 Sleep Supported true

**bleep** great solution Sat3rn thank you

Two varibables there...

One, the ISO installation

Two, the BIOS update

Now --you tell me, which one of those fixed it? Did you run your system for a matter of hours?  Again, I still fail to see the need to REVERT and INSTALL from ISO.  Since I have upgraded enough laptops both ways, including one with the same Intel Chipset, I remain unconvinced that the ISO is the answer or REVERTING - ISO UPGRADE is the answer.

in my case it would not fix without BIOS update

run command prompt with admin privileges then run this command "powercfg /energy" whitout quotes wait 60 secs
goto the c:\Windows\System32\energy-report and copy that html file into your desktop and open it with your browser search the html file for "S3 Sleep Supported" if it is set to true your problem is solved
