Well, for those who claim that ovecame the issue by UPGRADINg from older windows, it looks like the older Windows have some particular service, which remains after being upgraded, but the service is being absent upon a clean install of Windows 10.
However, I dont understand the difference, when you just click upgrade and when you upgrade using the iso image. I don't prefer to click just upgrade in the media creation tool because, it connects to the internet and the downloaded updates seem like a waste, whereas if you download an iso. You don't need to download again and again. I am 100% sure, there is something to do with this current build 10240. Yesterday night, I clean installed Preview build 10166 and I found no problems with it, everything was working fine. I could have stayed with that version, but unlickily it expires on 1st October and wont boot after 15th October as claimed by MS.

Enabled the option from BIOS about one hour ago. Played with laptop during this time then I tried to put into sleep and it didn't work. 😕

YES!!!!! A Solution that worked. Spread the news. It has to do with the Intel Virtualization Tehnology. Didn't know what that was until this issue came up in Windows 10.
First, find out if this is your issue.
1. I installed the 'Intel Processor Identification Utility' directly from Intel.
2. After installation, open the program and go to the 'CPU Technologies' tab.
3. If it says 'YES' for Intel Virtualization Tehnology, proceed.
Solution...(at least on my system)
1. The next thing you have to do is go into the BIOS. If you have not done this before, proceed at your own risk.
You need to restart the computer and enter the BIOS (for me I hit F10 at the HP screen)
2. Within the BIOS, there is an 'Advanced Options' section
3. In this section there is a line for 'Intel Virtualization Tehnology' and it will say enabled or disabled. My computer said disabled.
4. If this is the case, change the option to 'ENABLED'; then SAVE and EXIT from the BIOS.
The Computer will restart and from that point on Shut Down, Sleep, etc. has worked. WOW this was a frustrating issue. Almost went back to Windos 8. I take no credit for this solution, I pieced it together from other posts on this issue. Hope this helps.
Well, I'm going to try this. I've done just about everything else I can think of, but I'll wililng to try anything even if I'm not confident in it working (which I'm pretty sure this will not work). Will return tomorrow with results.

Also Re4med could you come back and let us know how the new install is going. I'm tempted to the same thing but I want to know that it will work before I go ahead with it. I'm starting to think I need to do a clean install on here now because I've messed around with that many settings trying to get a fix, I don't think the laptop's working at its full potential anymore!

Virtualization doesn't work either, I always work with virtualization enabled because I use a lot of VM's. I also tried using Legacy BIOS and it doens't work either. Just stop trying things, it won't work until Microsoft provides a fix.
