Win 10 upgrade complete.
One observation. Intel Chipset Graphics Driver is 10.18.15.4256. Last time it was 4248. of course, I do think if I update that driver it will return to 4248 (an educated guess).
More testing in progress. Updating soon.

the intel hd driver for me was always 4256 version, even when I clean installed Win 10. :smileyindifferent:
anyways, now you need to run your laptop for atleast 1.5 or 2 hours 😛

Unfortunately after scouring all the forum posts here and on Microsoft, Dell etc and looking at the various community suggested approaches and their outcome; its evident, there is no permanent working fix for these issues:: partial shutdown, unable to wake-from-sleep and failure to sleep.
There is radio-silence from Microsoft and HP/others since last 2 weeks, with absolutely not a single word of assurance of a fix-in-works let alone even acknowledging this issue. It seems , we will all have to step-up our fight and go blog all over social media / forums about this issues within our respective sphere of influence . Seems that's the only way to wake up this 'sleeping mammoths' and take notice to this serious issues.

Not really -- it has been running for at least 1 hour.
First sleep TEST: SUCCESSFUL. It is 10:50 AM ET USA. I will report back in 2 hours with the next results. IF any tests in-between FAIL I will report immediately.
...now, ask me if I am cynical? 🙂 I remain unconvinced at this time. However, I can say that my FIRST sleep test on the FIRST Win10 upgrade on July 29th was a disaster on sleep test #1 (when I did not know there was an issue). As a result of that event I got to meet all you nice people! 🙂

UPDATE: Right now I am trying to access the driver page of my laptop, only to see that drivers of some of the HP laptops are not being shown(nothing means not even Windows 7). Now what does that mean, they stooped provinf support or what? But I dont even get to see/download even Windows 7 drivers!! What the hell!!!1 But, I hope, they actually upload some new drivers, instead of fooling us just by changing their Last Checked date, which they call it as Updated date.

Well I did the install of the so called ISO with the download tool and was hoping that with the 4 auto updates it did while installing that it would fix the issue. I can confirm that after using my laptop continuesly for 1.5 hours the issue is NOT fixed. My laptop will not go to sleep. I have to do a hard reboot to turn it on when i try to put it to sleep. I think that people on here, while well meaning have tried some very imaginative things to try to fix the issue. Really the only way it will be fixed IMHO is by the people who designed the operating system, BIOS and drivers etc. That is if it can be fixed at all which I am beginning to doubt given the MS and HP silence on this matter.

thats not quite true ...there is no fix for everybody
my laptop is still working fine ...6 days and counting

What re4med is doing right now is doing an UPGRADE from win8.1 to Windows 10. Now you said you INSTALLED from iso. But the question is how? Overwriting the old OS, clean format and installing the OS or UPGRADE the OS using iso. People here are claiming that when they UPGRADE, then only its a success for them.
You can clean install Windows 8.1, then upgrade all drivers, but then UPGRADE to win 10 and not any clean install or overwriting the old OS.
