YES!!!!! A Solution that worked. Spread the news. It has to do with the Intel Virtualization Tehnology. Didn't know what that was until this issue came up in Windows 10.
First, find out if this is your issue.
1. I installed the 'Intel Processor Identification Utility' directly from Intel.
2. After installation, open the program and go to the 'CPU Technologies' tab.
3. If it says 'YES' for Intel Virtualization Tehnology, proceed.
Solution...(at least on my system)
1. The next thing you have to do is go into the BIOS. If you have not done this before, proceed at your own risk.
You need to restart the computer and enter the BIOS (for me I hit F10 at the HP screen)
2. Within the BIOS, there is an 'Advanced Options' section
3. In this section there is a line for 'Intel Virtualization Tehnology' and it will say enabled or disabled. My computer said disabled.
4. If this is the case, change the option to 'ENABLED'; then SAVE and EXIT from the BIOS.
The Computer will restart and from that point on Shut Down, Sleep, etc. has worked. WOW this was a frustrating issue. Almost went back to Windos 8. I take no credit for this solution, I pieced it together from other posts on this issue. Hope this helps.

It's possible... You could try installing it and if the issue resurfaces, follow my steps to revert back to v9/v10 again. If you do give it a shot, please report back on how it goes! 🙂

Did you try following my steps posted here? Simply installing v9 won't solve the problem because v11 will automatically reinstall itself. You need to also use the Show or Hide Updates Troubleshooter to permanently block updates to the MEI driver.

I installed the new driver 11.0.0.1108. It's too ealry to tell if it's a complete fix but everything seems to working so far. If it is the fix we've been waiting for can you please tell me how to turn automatic driver updates back on. Many thanks.

If you run that Show or Hide Updates Troubleshooter again, there's an option to un-hide updates.
Hope the new driver continues to work for you!

Hello again DanG82,
I've had the new version of IMEI up for a few days now all working OK except twice out of about 20 times i couldn't wake it from time-indiced sleep. I now have Windows 10 1511. I'm not game enough to try to go back to VER 9 of IMEI again. I guess I'll just have to remember to click sleep when I'm leaving my computer. It works fine. Let's just hope they fix it one day. But this new Ver 11 is nearly right.

Yeah, I figured that would probably be the case... I suspect it won't be resolved until either Windows releases an update that fixes it or Intel releases a whole new version of the driver (presumably v12).
There's no harm in sticking with v9. That's what I'd recommend for the time being.
