I understand your touchpad settings appear to be mostly missing.
What is the product number?
NOTE: Do NOT provide the serial number.

The link provided earlier in this thread, titled product number, should show you how to get the HP product number. To be clear, I'm not referring to the Windows product key.
I will provide the direct link here for your convenience.

NOTE: Do NOT provide the serial number or the Windows product key. The serial number or Windows product key is not needed for troubleshooting and does not help with troubleshooting.

That's not a problem.
The product number didn't seem to return any relevant results for me at support.hp.com. The missing settings issue is typically resolved by reinstalling the driver. Since the product page wouldn't load for me, you can try this driver.

Do you know if they were ever present or had they been missing since day one?
The provided product number still returns nine networking devices (routers, wifi cards, etc.). Is this the product number you get when you press Fn + Esc? What is the full model of the notebook?

Thank you for providing the full model name. 🙂
According to the software page found here, this unit has an ALPS pointing device instead of the Synaptics driver. I suspect this is the reason the Synaptics driver is missing the settings.
At this point, since ALPS seems to be a smaller number of units, I would recommend installing this driver in compatibility mode. These steps should help with getting the driver installed in compatibility mode. I would also recommend uninstalling the Synaptics software that has been installed previously.
