I have similar problem with my HP 4530s. The "40-second" process and re-installing the Microsoft ACPI didn't work for me. However, after getting tired of so many solutions, I did the following steps and eventually solved my problem. NOTE: I'm not really sure what really happened but these step simply solved my problem.
1. Shut down your laptop.
2. Remove you battery.
3. Turn on your laptop.
4. While Windows is initializing, put on / replace battery. (As you do this, you will hear a beep sound, your Windows will halt AND you will notice that the charging led will lit up steadily).
5. Unplug your AC.
6. Remove and replace back your battery.
7. Turn on your laptop.
That's it. Hope this will help anyone having same problem.

1. Remove battery
2. Plug AC
3. Press ON
4. While windows is loading, put back the battery
5. Nevermind if the system halts, just continue with the next step.
6. Unplug AC and Remove battery
7. Plug AC, put back battery and you should see your charging light .

Basing from MY experience with my 4530s, I've encountered the "not charging" problem and "laptop does not turn-on" problem ONLY WHEN my battery is installed in the unit (regardless on whether my AC is plugged or unplugged). However, my laptop operates normally 100% of the time when plugged with AC with the battery removed. From what I see from my case, there is a "glitch" with the battery or anything related to it.
Now, if your laptop does not turn-on with just the AC adapter, this might be something else. Have you tried using another AC or at least check if it is working fine?

Hi dgasca,
I have 6 probook with the same problem, blinking light and don't turn on...
I have one question for you. You upgraded the BIOS before the problem?
I think the problem is the last BIOS version...
Thanks..

I had the same problem as you guys. The laptop does not turn on but the charging light blinks orange and white.(the pressing of power button for 60 second does not work). If my laptop is left for 5 days without its battery in it and without any AC plugged,it turns on but it only works till i turn it off...the moment i turn it off the charging light starts to blink the same way...and some times when the light is not blinking and i try to turn the laptop on,only the fan of the laptop starts to run at full speed and the capslock light starts to blink and the wifi light remains on constantly and the laptop shows nothing on the screen. This may be a Bios problem but i can not update as it just wont start or work for a long time.My laptop is tottaly new and is in warranty and i am thinking to claim it.if there isany help or a reason that why does this **bleep** happen please help...
