Me again,
Went into task manager and there were two idman.exe indicating that they were both running. I deleted them and unfortunately the problem is still there. I re-booted the computer and tried again with no luck. This is very frustrating.

I understand it's frustating.
It's somewhat of a difficult issue to get around.
Inside Internet Explorer, please press CTRL + SHIFT + P to launch a InPrivate instance of Internet Explorer.
Inside that window, please try download the following file again
http://www.internetdownloadmanager.com/commerce/Uninstall.exe

I tried this and this is what came out:
We couldn't find any search results on Windows.com for "http://www.internetdownloadmanager.com/commerce/Uninstall.exe"

Ok, I see that there's some formatting error in the link you just posted.
Make sure there's no quotation mark at the end of the link you're pasting into the address bar.
Alternatively, you can click this link from the InPrivate browser window.

Hello again,
IDM should have placed a file on the following location
C:\Program Files\Internet Download Manager\IDMIECC.dll
Please close all of your Internet Explorer windows, and delete the file if you can.
Once that's removed, it should no longer have any control of your Internet Explorer.

Hi again,
To get into the Program Files press and hold the Windows key + E
Now enter the "Local disk C:" and there you should see the Program Files folder.
