At this writing --
HP Smart - Mobile - does not include Scale options other than "Original" , "Fit" , or "Fill"
This means the size of the print generally follows the size of the paper.
NOTE
Fill is available for printers that support Borderless and when using a supported paper size / type).
Prints made with this DeskJet printer will always have white borders.

Print Scale -- A sized print at some percentage of 100% of the original
You will need "an app for that" other than HP Smart.
Check at your phone's app store.

Important
DeskJet printers do not support Borderless
and
DeskJet printers require a larger margin along the bottom edge of the paper.
These limitations impact how content is printed on paper.
This DeskJet printer requires a larger margin along the bottom edge (1/2 inch).

There is no software, firmware, or alignment that changes the larger margin requirement.
The solution to "chopped off" is to keep all data inside of 1/2 inch / 12.7mm on the bottom edge.
This limitation includes all text, images, page numbers, footer information, cells, tables, lines, other notations, and all file types, too.
Create your original document with 12.7mm ( 1/2 inch ) margins.
