Black ink not printing

Deskjet 2630

Deskjet 2630 won’t print black.  Printer shows healthy levels. Print head cleaning  & power cycles do not help. Suspect faulty or blocked cartridge. How do I request a new cartridge to repair issue,  when on monthly plan - waits for low level before sending cartridge?
