I just installed a brand new HP 4650 Office Jet (all in one series) and the photo print quality is very poor. Photos are pale and lack color. Print setting is on Best and am using HP photo paper. What is the fix?

Each of the HP printers found under this number (4650) are years old.
For example,
The Laserjet is from 2004 (Not your printer)
The Officejet is from 2015 - not "new" by the standards of having been introduced five years ago.
The Samsung "4650" printer is marked as having been introduced 2017.
Assuming the "Officejet" is your printer (just picking this one for the purpose of answering)...
Assuming you somehow got a hold of a "new" box, any Ink included with the printer is years old.
Try replacing the ink.
Try calibration - less likely than "old ink" in this scenario, but possible, I guess.
