"Colour cartridge requires re-installation. " It doesn't and it is 75% full. However it shows up as empty.

Repeated re-installations make no difference.

I printed, successfully, a colour photo . At that point the cartridge failed and I was instructed to re install the colour cart.

That made no difference. After several unsuccessful attempts I spoke to HP support. Their solution was to send me a replacement cart. 

My point is, the failed cart. was 75% full. Its predecessor was 50% full. This is wasteful and inconvenient.

The question is am I just unlucky or do I have a dud Envy 5030?

I have brought your issue to the attention of an appropriate team within HP. They will likely request information from you in order to look up your case details or product serial number.
