Counterfeit cartridges???

I ordered 951 cartridge from Amazon twice and each time, am sent an unsealed in plastic cartridge with no tape over the outlet.  When I sent back the first one, they quickly replaced it with another with the same problem.  Are these counterfeits being sold as HP?

1. You can check original cartridges scanning with your phone the QR code label that is printed on the right side of the cartridge box

2. Once you scan that label with your phone it will open a Web page with a button to "Verify"

3. After clicking that button this will show you a "Validation Results" and should display something like "OK, this product is genuine"
