Did I recieve used cartridge?

I ordered HP ink from Amazon and the ink didn't have orange tape protecting it and the box had been re glued on one side.

You will need to talk to Amazon - not every seller on Amazon is equal.

Sure, someone might have sold you other than what you'd expect.

If the particular cartridge type is supposed to come with an orange strip and the strip is missing,

and

If the box does not appear to have been sealed at the factory,

then

Yes - in my opinion, the missing strip and opened box are an indication of a problem.

If you want to do so,

Next time consider purchasing ink directly from HP - no worries about who is selling the product.
