Product: HP OfficeJet 4654 All-in-One Printer
Operating System: macOS 10.12 Sierra

My HP4654 will only print in yellow to an envelope.  I can print the same item on paper and it will print in black as I have selected.  I just updated the drivers and this problem still occurs.  Perhaps it is time to replace this printer?

I would suspect any print quality problem, please print and evaluate a Printer Status Report:

Can you see all colors as shown by the included example? or may any specific color is missing on the printout?
