I cleaned the toner streaks off the left and center of the transfer belt (about 12 inches long), and after about 8 prints they show back up again. I heard that there is a wiper on the belt, but can't find it to check it. I don't see a waste toner collection unit in the printer, so I can't replace that. I tried replacing the secondary transfer roller but the one I was sent off eBay was for another printer. I tried to swap out the roller, and they look exactly alike, but my m855 said it could not find it or it was not seated correctly. Putting the old one back works for a while until I get toner streaks again. I have two transfer belt assemblies, and bought replacement belts for them but I don't think that will fix this toner problem. Any suggestions? I'm tired of cleaning the belt every 10 sheets and tossing 3 bad ones, I'm using expensive full sheet poly labels.

Since HP won't divulge the answer, I guess I'll answer it myself with what I've found. 

The M855 does have a waste toner collector, it's inside the transfer belt assembly and not designed to be emptied. That's why they want you to replace the entire transfer belt assembly.  Since I have 1 M855, two transfer belt assemblies, three assembly rollers, and another new (but broken) transfer belt assembly on the way, I decided to fix it myself.

When dissembling the gear end of the assembly under the wiper, I found the waste toner collector, with a plastic screw rod that jams the waste toner down the plastic side of the assembly. I got about 3-4oz of waste toner out of it and made quite a mess. I'll have to put a mask on and blow it out with the air compressor in the garage to proceed. Getting the belt off looks like a lot of work. 

I think this is a very crappy design, intended to sell expensive, required, supplies. If a full set of toner cartridges cost $1600, and I can find a used M855 on ebay for $500 plus freight shipping, who in their right mind is going to buy HP parts? I just purchased a set of 4 used genuine HP toner cartridges on eBay for $80, the black was at 50% and the rest were full. HP needs to make printers that can be user maintained with inexpensive parts if they ever want to sell new supplies. Perhaps they are relying on large Corps and the Government to keep them in business?

Update....

I took a long bevel feed thru die and heated it up with a blow torch and melted thru the underside of my working (almost working) transfer belt assembly. The one I disassembled I broke a plastic piece, and I was careful with it, quite easy to break these. So off to the trash with it. The damaged one I bought off eBay had been dropped on it's gear and the frame was bent to the point it could not be corrected. I got a ton more toner out of the almost working one I burned thru and patched it up with packing tape. It was somehow still dumping toner on the roller. I gave up and ordered a NEW boxed transfer assembly kit for $400 after shopping around. After I installed it, it worked like new, no problems. In the meantime I had a Kyocera ecosys p8060cdn delivered. It's FAST, but it won't duplex 80lb card stock as well as the HP. It has 3/16in problem with front/back alignment and the HP only has a 1/16in issue with it. The toner also doesn't stick to the cardstock on the Kyocera as well as the HP M855dn, So the HP is dedicated to duplex cardstock now. The Kyocera is fast and great at printing on poly full sheet glossy labels, the HP would heat them so much I would have to reverse curl them to get them into the laminator after. The Kyocera spits them out cool and flat, and they stay that way. The Kyocera driver from the manufacturer would crash PhotoShop every time I tried to print with it. Had to let windows 10 find a driver it liked, then no problems.
