Hp 964 cyan ink does not work. New cartridge shows cartridge as empty

Welcome to the HP support community.

I understand the cartridge is throwing an error as empty though it is not, I recommend using the steps mentioned in this link to resolve the issue: https://support.hp.com/ph-en/document/ish_1721989-1461843-16 and if the issue persists, please share a few more details such as printer model name or product number for further assistance.
