I'm a teacher and over summer break, I remove the ink cartridges from my printer and place them in ziploc baggies for storage.  I have never had the cartridges dry up over the summer, but the cartridges are dried up.  I need HP to send me new cartridges.

Unfortunately, you have probably damaged the printhead by removing the cartridges. The document here says the following:

 

CAUTION: 

Never turn off the printer without ink cartridges installed. To avoid issues that require cleaning the printhead or that can damage the ink system, always replace ink cartridges as soon as possible, and always turn off the printer using the Power button.

 

It is possible the debugging the above document will allow recovery of the printhead. It is likely you will need to run all three levels of the printhead cleaning, and that it may need to be followed by another round of cleaning after thirty minutes as described in the document.  If the printer was left for months with cartridges  it is likely the printhead will need to be replaced.
