According to the document here the HP Officejet Pro 9013 uses the HP 965 cartridges in the Asia-Pacific region:

Note: you will need help from HP Support for a regionalization reset, as your printer is currently locked to the Europe, Africa, CIS, and Middle East region. I will ask to have an HP Support agent contact you. I would expect they will first post in the thread here and then send you a private message requesting further information.
Note: Once the regionalization reset is complete you will need to have a complete set of the HP 965 cartridges available, as after the reset the printer will no longer accept the HP 963 cartridges.

I'd like to help!
I understand you moved and the printer is not accepting the new region cartridges.
We need to perform a regional reset on the printer to resolve this issue.
The reset instructions are specific to your printer and performing those steps on a different printer may brick the device.
I've sent you a private message with reset instructions, follow the reset instructions to perform a full reset and re-initialize the printer.
To access your private messages, click the private message icon on the upper right corner of your HP Support Community profile, next to your profile Name or simply click on this link.

Hi @Joe680,
To do a printer region reset you need to meet the following conditions:
1. The printer should be connected using a printer USB cable to the computer.
2. You need to have the printer's full-feature software installed on your computer.
3. You need to have all the cartridges either from the region from where the printer was purchased originally or the new region to which you want to reset it to.
If you meet the above conditions then let me know the operating system of your PC.

Thanks Gaya, appreciate the help.
OS is Mac OS 13.0.1
I'll download the full feature software and connect via USB. Any chance of a link to the software I'll require?
All my cartridges are currently from the original region (963) but one is empty, will that be a problem for the reset?
I'll buy "new region" cartridges once I've successfully done the reset.

Thank you for your resposne.
I can surely help you with the regional reset. If the above criteria are met. I request you to please continue with the steps below.
Please follow the steps below.
1.) Connect the printer via USB (usually you need it in case your internet connection is not strong or may have downtime while performing it. You can skip it and perform the process under wifi as well)
2.) Launch HP Smart and click the product ink levels to open the Supported Cartridges window.
3.) Clicking ink levels in HP Smart
Hold down the CTRL and SHIFT keys (Cmd + Space in MAC) and then right-click on the empty area to the right of the ink levels.
4.) Clicking to the right of the ink levels
The Set New Regions window opens.

Use the "Copy to Clipboard" feature to paste the values in a private message..
To access your private messages, click the private message icon on the upper right corner of your HP Support Community profile, next to your profile Name.
Note: Do not share any of your personal information such as serial, phone number, email ID, etc.
