Product: HP OfficeJet Pro 9025 All-in-One Printer

I have purchased 3 sets of ink cartridges for the officejet pro 9025 printer. I bought the 962 cartridges required for this printer. I bought the last 2 directly for HP online. I am still getting the  message that the ink cartridges are incompatible. What is the deal?  This printer is used in a non-profit agency and money is tight. I buy the ink and donate it for use at the agency. I am currently out over $300 and still can't use the printer. What do I need to do to fix this?
