If you want the document / content printed on smaller paper to better fit inside a smaller envelope, you can do that to the extent that the printer supports the paper size.
OR
If you want to print the document on regular office paper (A4 / Letter) and want more of the content to fit in a smaller area on the paper, print the document at a smaller scale.

This task is easier in Windows where the software and applications are readily available to print content at the scale (size) you want it done. Mobile requires that you have "an app for that" which understands Scale (percentage of 100%) - HP Smart includes only a limited understanding of Scale and those limited options might be found in iPadOS but perhaps not in iOS (iPhone).
General Example - Windows - Adobe Reader - Main Menu

For example,
Select Fit, Shrink oversized pages, or Custom size (some percentage of 100%)

Adobe Reader (Windows) also supports multiple.
The option can be used print one or more pages on one sheet of paper.
"Multiple" effectively slashes the size of the content by the amount necessary to fit the "X" number of pages on the sheet of paper.
The example shows a custom setting for 2x2 array -
2 pages across and 2-pages down, 4 pages on the first (front side) sheet of paper.
Select "2" sheets per page to reduce the size of each page by 50%.
NOTES
The "shrink" factor used in "multiple" pages is not exact -- the smaller size includes the required margins in the calculated size of the printed output.
If you need an exact 50% size reduction,
Do not select "Multiple",
Instead select to print one page on each sheet of paper and select Custom scale 50%

Sorry if i was t clear on my need - so i printed out a mailing label for something i sold online. I came out as big as the sheet of paper BUT i need it much smaller to be able to tape label onto packing envelope. My old printer i could hit a button and reduce size by 50% and it would copy and print smaller version. This new printer 5102 smart tank has different buttons and i dont know how to copy/ print reduced sizes from printer or HP Smart app. Anyone????

Understood.
Your new printer does not have a touchscreen Printer Control Panel.
This printer relies on a few buttons and possibly lights to communicate.
COPY Resize is not included.
The user manual explains what is available on the control panel.

Next, read Chapter 5 - Copy, Scan, and Mobile Fax - Starting on Page 27
Without the button you seek for Copy, you must complete the task another way.
Scan the content > Save it > Open the file in an appropriate app and Print at the size wanted.
