The place to check, I think, is your Amazon account -
Check why Amazon is allowed to send you notifications of this (or other) type.
Check in your Browser to see whether the Settings are allowing random accounts or others to send you pop-ups or messages.
Although less likely, if you think this unwanted message is a result of something going on in Windows,
See if you can find a reason for the message.
Settings > Apps > Apps and Features
or
Settings > Apps > Installed Apps
and
Look for some kind of Amazon app
OR
Check Settings > System > Notifications
Look for an Amazon "something" that might be set to bombard you with notices.
