HP OfficeJet Pro 8028 All-in-One Printer

I have an OfficeJet Pro 8028. I put in a new blue ink cartridge and now there are blue streaks across the page.  I have done all the recommendations even resetting to factory.  I have replaced all cartridges.   Nothing has helped.  When I do a clean print head there are streaks across the top of the purple (upper right corner is all pink) and the green (top half is yellow).  Very frustrating!!!   Hope someone can help.
