Welcome to the HP English Community --
There are several reasons an image / photo does not print to Scale.
For example,
- Mobile apps might print the photo at or near the size of the paper used for the print job.
- HP Smart (Windows) uses a "Crop" or "Shrink to Fit" algorithm, neither of which will print the photo at its exact scale / size.
- If the shape of the original photo does not match the shape of the paper, the photo boundaries must be edited or the photo must be forced onto the paper -- forcing the change of shape can change the content.
IF you are running a supported version of Windows,
If you want to print the 5x7 inch photo at its original scale / shape
Print the photo as 5x7 inches on a larger sheet of paper -
Cut the printed photo from the larger paper.
General Example - HP Smart - Windows - Photo on larger paper

Example - Print Pictures - Print one or more photos (same or different) at selected size on one or more sheets of paper
