"Supposed to" depends on the context --

For example, 

If you are asking about Instant Ink cartridges, then yes -- HP retains ownership of the cartridges.

The return service is free.

 

If you are asking about standard "not Instant Ink" cartridges, HP provides recycling services in a number of regions.  You can (instead) choose to recycle ink cartridges at a local office supply store that accepts discarded ink cartridges.
