A few people seem to have had the same problem as me on the HP 8017

 

Back light won't go off + background quiet squeeling sound.

 

For the Backlight, Set-up > Power Management > Sleep Mode 

I set mine to the lowest level = 5 minutes, after 5 mins, the back light goes off.

 

Background Quiet Squeeling Sound. I have suffred this for over 2 years, but now realise when the backlight goes off, the squeeling stops!

 

Hope this works for you - these things are so frustrating!
