Cannot open HP printer on desktop and it diverts me to a totally unresponsive icon

I can't see your posted image. I think you are trying to open HP Solution Center.  Unfortunately HP Solution Center needs Flash to run BUT Adobe stopped Flash late last year (Dec 2020). Please try following option
