I have a HP Envy 4520 connected on my WiFi (2.4GHz), and my laptop (Windows 10) connected on the same WiFi. I have disabled the firewall on my laptop.
Yet, I cannot fully install the HP device (i.e. the printer AND the scanner functions).
First, I try the Install software from HP with the drivers. When I end up on the window Connection Options, I select "Automatic Setup".
On the next window, I select "I see the status is Connected and the signal strength" and I enter the IP address of the printer.
I end up on a window named "Unable to Find the Device".
Everything seems correct so I click "Search" and then I end up on the same page. And so on.
So I launch HP Print and Scan Doctor 5.7.2. It searches for products but then the window shows nothing, my product is not listed.
So I try installing the printer directly through the Windows function "Add a printer or scanner". It works in some way: the device is added to my list of printers and scanners, BUT only the printer function works, the scanner function does not work.
So I go back to HP Print and Scan Doctor. It now says that the "HP Envy 4520 Series" product is visible from my computer, but when I click 'Next", I get the error "Failed to communicate with your selected product".
Why the HP programs do not detect the HP printer? How do I fix this issue and install the device correctly (i.e. with the scanner function)?
Note that when I connect the printer to my computer via USB, everything works perfectly, the Driver Installer detects the device and so does HP Print and Scan Doctor.

I finally found where the problem was coming from. Thanks to your link HP printer is offline or not responding, I realized the service Function Discovery Resource Publication was not started. When I tried starting it, I had the error 0x8007273a "Windows could not start the Function Discovery Resource Publication service". Following this link Function Discovery wont start, I booted into safe mode with networking and ran "netsh int ip reset resetlog.txt" from an elevated command prompt. I was then able to start the service Function Discovery Resource Publication. And from then, HP was able to discover my HP Envy 4520 printer over WiFi.

Perhaps there are pieces of the software lurking (hiding) after a previous installation attempt.
Disconnect the USB cable between the printer and the computer.
Try (again) to install the printer software using Wireless.
Add the steps in the Check and Remove Section

Printer - Full Feature Software - Install
If you have not done so, consider
- HP Full Feature Software / Full Driver printer software - supports printing and scanning from the web, printing in in other software and programs (for example, Word), and provides access to the full range of Printing Preferences / Shortcuts. The full driver adds at least two shortcuts to the Desktop: Printer Assistant and HP Scan. If the printer model includes built-in Fax hardware, the software supports the setup and use of the Fax driver. No Sign-in required.
If the full driver printer software is (already) installed but not working,
- Uninstall any printer software from Control Panel > icon view > Programs and Features
- Restart the computer and sign in.
Next,
- Check (for the Printer) in Devices and Printers > If found, Right-Click Printer and Remove -- If any changes are made, that is, you remove anything, Restart the computer and sign in.
What if?
If you are having trouble installing the software, for example, everything goes along and suddenly you see "Driver Unavailable" or similar,
(then)
Add the steps in the Check and Remove Section when uninstalling the printer software.

Next,
- If using a printer USB cable between the printer and the computer, disconnect the cable before installing the printer software.
- Download and Save the Full Feature Software installation package or the Easy Start Software

Installation
- Open File Explorer
- Navigate to the folder in which you saved the installation file (likely Downloads)
- Right-Click on the installation package and “Run as Administrator”
- If using a printer USB cable between the printer and the computer, connect the cable when instructed (near the end of the installation).
- After the software is installed, Restart the computer and log in

Try / Consider...
Treat the printer as if it is "Offline"
Windows and MacOS - Start here – Solutions are presented in the order to be completed:
HP printer is offline or not responding
Don't skip:
Reset the printer
Restart everything, including the router that controls your network
Check the router and the router logs - the router might know something about the break in connection
For example, look for mis-matched Mac Address / IP address pairs or odd log entries
Make sure the router is not running on outdated firmware - a weak, outdated, old router can impact network service
Stabilize the printer's connection to the network
Change the Printer connection type to TCP/IP
Consider assigning a static / manual IP address to the printer
Correct / Reduce wireless signal obstacles - for example, walls / cabinets / furniture, too much distance (or too little)
Dual Band Network?
If yes,
If your router supports it,
Create a separate SSID named network for each frequency
Connect the printer to the frequency / band you want it to use.
Yes, in this case, connect to your SSID named network for 2.4GHz.
What else?
Check that Windows Updates are current / installed - Restart the computer to complete any Pending updates
If you get fed up enough,
Reload Windows - if the source of the problem is buried deep in the File System, reloading the OS will cure it.
