Tried multiple times to connect my printer via USB to my PC.  It was previously connected and working but no scan option. To fix scanning, I followed instructions, removed the device but now can't install the printer at all.  All the HP software that claims to do this either finds the printer but fails with error messages or can't find the printer, so now I can't even print as before.  I've tried disconnecting the cables, restarting the pc etc all to no avail,  Frankly, I will NEVER buy an HP product again, and don't even mention the useless unresponsive Virtual Assistant, what a joke that is. It still hasn't responded all day.  I'm going to buy a Canon or Epson

Don't worry as I'll be glad to help, 
I see that you are looking for a printer driver. Due to its age, there are no drivers available for this printer to work on Microsoft Windows 11or later on the HP Support site: https://support.hp.com/us-en/drivers/selfservice/hp-photosmart-c3100-all-in-one-printer-series/11465... 

 

You can try with the Windows Built-in Print Driver: Click here

Progress made, I had tried your solution before and it failed, I suspect changing the port to USB0001 was the solution to getting the printer to be added, but on selecting "Print Test Page" nothing happens. Checked the Print queue, the test page is listed but not printing.

I restarted the PC and tried again, no luck.  Also tried to print a document, no luck, doc in queue but won't print. The printer power light is blinking, so I think I'm close, but not printing yet.

By the way, this all started when I couldn't scan a document because the scan option was missing and I removed the printer.

So now the printer is shown, set as Default, but won't print and the scan option is still missing. Can you assist further, please?

Update: after restart and turning off the printer, a Test page printed (I think that was the printer doing its own thing) but if I try to print a document, nothing happens, despite a yellow banner at the bottom of the screen saying Print successful.
