I've read all the HP articles and done everything I can think of. 
So far I have restarted in clean boot mode, done a msiexec /unregister, ran a registry cleaner (cclean), ran the microsoft install uninstall solution, the solution provided by HP when the install failed, and , AND the fixit solution provided by HP. 

I'm at a loss, the error I'm getting is:

No at" -Validate No
SetupINGsListedDatFile failed with Fatal error during installation
Exit code=1603

Update: 
Tried creating a new user, and running the L4 uninstall under utils\ccc, Still, 1603.. 
I'm going to resort to running a registry/file access logger on this and see just what it's trying to do, unless someone comes up with any suggestions before Monday. Beats doing a complete wipe on the system, but not by much.

Create a TCP IP port

 

1. Print a Configuration Page to get the printer's IPv4 address (you can also tap on the wireless icon on the front panel of your Printer to get the IP address)

2. On your PC, go to Control Panel, from Devices and Printers, right-click the printer and left-click Printer Properties, select the Ports tab.

3. Click Add Port, select Standard TCP/IP Port, then select New Port and follow the wizard.

4. Type in the proper IP address for the printer.

I guess I could do that, but it wouldn't allow me to use the scanner going about it that way, or install the scanner software.. 

That seems a rather round about, and crippled way of accessing an otherwise multipurpose device? 

I expected to return to that location that weekend, but the fellow canceled on me. I'll let you know how it goes, I should be hearing back from him soon.
