I'm having the exact same issue on my 8620 all-in-one. I uninstalled and tried reinstalling the full driver package but hit the never-ending installation described below. Uninstalled again and then tried the basic driver package and was able to get my printer detected and installed on the PC (and I was able to print to it). However, I no longer have the FAX printer on my PC and can find no way to re-install it.
C'mon HP - update your drivers to be fully compatible with the latest microsoft updates; really bad customer support to just keep us all hanging just because the device is outside the warranty period.
Please let me know when this is fixed

Let me explain somewhat more precisely what solution I recommend:
1) Assume Windows 1903 is not compatible even with the newest hp printer driver for Windows 10 (which you hopefully have downloaded from the corresponding hp support site)
2) For such a situation Microsoft has provided the so called 'compatibility mode' at install time
3) This mode is provoced if you right click on the driver .exe file mentioned above and then choose the option 'Troubleshoot compatibility': Thereafter click 'Try recommended settings'
4) Now Windows is applying a different installation handling for this driver which in my case solved the problem: The driver was installed successfully and afterwards my hp printer was working without problem and with the full functionality as before (including fax aso).

It seems the honor student found the solution! I am having the same problem with my network printer HP Envy 7645 after the 1903 upgrade. My question is: How do I find the file "OJ8610_198" that corresponds to my printer listed above? I would like to try this solution to get my printer back up and running. Thanks.

Probably

Unfortunately, Christopher42's solution did not work for my HP Envy 7640 series printer operating with version 1903 of Windows 10. The Windows dialogue box after right clicking on the HP driver file kept referring to Windows 8 and then did not get my printer and laptop connected. The printer works with a Windows 7 laptop and Apple iPads. I have spent the day going thru endless HP troubleshooting suggestions to no avail. Clearly the problem is incompatibility between Windows 10 version 1903 and the HP driver for my machine. The printer worked fine before I upgraded to 1903.

If possible first uninstall existing driver (with menu 'Add or remove programs'). Then eventually you could try (using the full driver version which is the official hp recommendation):
Right mouse click on installation file, then
'Troubleshoot compatibility'
Then option 2: 'Troubleshoot program'
Then click 'The program worked in earlier versions...'
Then click 'I don't know'

Christopher42: Thanks for continuing to give thought to my dilemma. I have repeatedly tried to uninstall all vestiges of the old HP7640 software from my laptop. I start by uninstalling the program file, then I go to Devices and Printers and delete the icon for the HP7640. Then I click on another printer icon and open Print Server Properties (at top) and select Drivers. There I find two HP7640 drivers. I remove the topmost driver successfully. When I try to remove the second one, also labeled HP7640, it tells me that it cannot be removed because it is "in use". I have tried multiple times with the same result: "in use, cannot be removed". I now suspect that this guy may be the culprit, since I have tried everything else under the sun. My question is: How can I remove this meddlesome driver that claims to be in use? Obviously, it is not in use. When I last printed with the HP7640, (before I installed 1903 Windows update) there was a queue of 3 documents waiting to be printed. Could that be it? How do I dump them and put the driver to rest? Many thanks,
