HP OfficeJet Pro 9015 All-in-One Printer

I came home from vacation to learn my printer was in an infinite loop of needing new firmware and not being able to download or install it. After several hours I was able to change my setting from auto-download firmware to not look for new firmware to stop the loop. Now I am trying to actually install the fimware. I have tried to install the new firmware via the HP Smart app on my phone & my PC. I have tried to download firmware on the printer itself. I have inputted the printer's IP into a browser window. I have gone to HP's site and installed every piece of firmware available. The printer still says it is missing firmware (specifically Web Services firmware). I have tried all of the above with the printer on my home network and via a hotspot of setup with my phone. Every time the printer goes through the download process, says its downloaded the firmware to 100% and then once it gets to 100%, a prompt comes up that says it was unable to download the firmware. I am given the option to Retry or OK. If I Retry it tries again, but literally nothing happens. If I press OK, the printer restarts withouth the firmware being downloaded or installed. I have even factory reset the printer itself. Nothing works. Does anybody have any idea how to solve for this?

Note: In order to prevent the auto-firmware install, I had to turn webservices off, so I can no longer email to print.
