Operating System: Microsoft Windows 10 (64-bit)

The HP Smart app constantly spins.  I have read other posts about this same issue and followed other posts showing resolved.  But I am still having this same issue.  

 

I most recently followed this post My-HP-Smart-app-won-t-launch-it-just-spins-amp-spins/td-p/9110410 .

 

This did not resolve the issue.. Help?
