This is an HP software signing issue that cannot be fixed or worked-around by users.
An HP developer must
- re-sign the HP Utility code using a valid certificate authority
- re-create the installer package and sign it
- post the updated installer package on HP Support
An experienced developer could do this in a hour or two. I know, I used to do this (retired driver writer)
This may take a week or so for HP to fix ... unless everyone screams REALLY LOUDLY since all of our perfectly functional printers are now just warm electric bricks.

This is not an issue caused by upgrading to macOS 10.15.7. Code signing certificates have a date range that restricts when they are valid. Once the expiry date has passed the code signature is considered invalid.

It seemed to happen just as I upgraded to 10.15.7 but after further investigation, the carriage turned into a pumpkin due to a signature timing out. Can't print with any Catalina version. Fortunately, I have been able to print using Windows in Parallels Desktop.

I was debugging, investigating, rolling back /Library/Printers and all other kind of things that I thought can help. Also thought it is because of 10.15.7 update, but it was much earlier.
At the end, yes, signature expired.
HP please help with update. Can't print any more. 😞

I just finished deleting the HP printer software and rebooting. A few minutes after restarting I was notified that there was a software update available. Unfortunately the 'update' is the same package available for download on HP Support (5.1). I installed it anyway (hope springs eternal) but the result is, of course, the same. Here's the text from the printer app error message box ...
One or more components of the HP printing software are corrupted or missing. The print job cannot be completed. To fix this situation, HP recommends reinstalling the print driver software.

So ... I'd say it's pretty good odds we may all be brick owners. I'm haven't entirely given up hope yet ... but I am lowering my expectations.
Hey HP! Prove me wrong! Do the right thing and fix this! No code changes required, just re-signing, re-packaging and posting, easy-peasy, nothin' to it!! And just think of all the goodwill you'll generate with the many friendly (and currently desperate) HP printer owners out here who use Mac's.
And if that argument doesn't hold sway ... think of all the current macOS HP printer owners who will be definitely be buying some other brand of printer in the very near future and from then on. And they'll tell two friends ... and so on ... and so on ...
