How can I check whether HP+ is currently activated or not on my HP DeskJet 4130e printer?

Welcome to the HP English Community --
HP+ is a service - a contract -- that must be signed for and enabled deliberately.
It does not just appear.
If / When you accept the contract and sign for HP+,
HP Smart (application) and HP Smart / Connected banner colors are displayed in the color Orange.
HP+ features will be enabled / available for your use --
For example, Print Anywhere and extra Scan features.

If needful, change your Country / Region
Note that HP+ assistance is only available for registered HP+ printers.
Reminder
