Yes. It works. On my Windows 8.1 machine, after HP Solution Center started on Aug 20, 2021 giving me the message that it would no longer work due to an incorrect version of FlashPlayer, I was able to restore normal HP Solution Center functionality by performing the following steps. I believe it was either the Microsoft 365 update or the Norton 360 update that occurred on this machine just prior to the message above that caused the issue. I found that both or either of these could have updated or removed FlashPlayer on my computer, thus causing the issue, but not absolutely certain.

Here are the steps I took to fix this issue on my machine. My printer is an OfficeJet 6500 (still running strong):

1. Unplug the printer from the USB port on the computer.

2. Download the "Full Feature Software and Driver" from the HP support page for your printer. (Mine was the 228MB version at:

https://ftp.hp.com/pub/softlib/software13/COL31304/mp-110035-3/OJ_AIO_6500_E709_Full_Win_WW_140_408-...

3. Do NOT UNINSTALL ANYTHING. I did not run any uninstall app or executable or anything.

4. If you can disconnect your computer from the internet for the duration of the re-installation, I recommend it. That's what worked for me.

5. Run the Full-feature software and driver installer just like usual. When the program seems to want to find the printer, or cannot find the device, go ahead and plug it into a USB port on your computer. The installer may take quite a while and seem to want to repeat some steps. Just keep hitting "next" until it looks like it's all done, which could take quite a while and could fake you out on a number of occasions where it's not actually done. Just give it plenty of time and let it finish.

5. After installation is truly finished (you've given it PLENTY of time, more than you thought it would maximally take by a factor of 2.2),  RESTART your machine.

6. At this point, if your printer is plugged into a USB port, when you start HP Solution Center, it should run fine just like it used to. Mine does.

I'm not a techie. Just an average joe gettin' by.
